Not working applications for IOS! Help!

I have a Iphone 4 with the IOS 6.1.3! Without Jailbreaking. All the best ustonovit application is waiting for the first then download the application strip comes almost to the end and writes an error "can not load the program at the moment" and two buttons ready and once again, if you press ready error disappears and the application does not ustonovil, if you press one more time recur in a circle.
Please help me install this application on my device. Write to the possible installation options! I would be very grateful for your help! Thank you!
