Half true. It shares exactly the same internals with one of the hardware revisions of iPad 4 where there is an ARM translator for that with full CPU/GPU support. PSVita emulator is def possible but there are a couple of stuff that need to be done before reviewing emulation but atleast it's not as tough as people would think, atleast people will not need to understand how the hardware works. An android emulator would be ideal for it.

Not exactly. The PS Vita has 256MB dedicated VRAM and iPad 4 has 0MB dedicated VRAM.
Also, the PS Vita has a quad-core CPU and iPad 4 has dual-core CPU.

And you still have to support the Sony firmware with a HLE module, like on PPSSPP.
