New Japanese translation and a small tool

Hello,
I updated Japanese translation (ja_JP.ini).
Please merge it.

Also I wrote a small tool to update lang.ini for the latest en_US.ini.
Current en_US.ini has 501 lines, but fr_FR.ini has only 494 lines.
$ ruby update-translation.rb fr_FR.ini
It will merge the new messages to fr_FR.ini.new.

$ ruby update-translation.rb *.ini
will update all ini files.

[EDIT]
I added ini files for ppsspp-rev563 (ini-rev563.zip).
If you want to translate messages, please use it.
e.g.
Open de_DE.ini.new and translate it.
Rename it to de_DE.ini and move it to assets/lang/ .
If it's OK, post it to this forum (or better way?).

Don't worry for fr_FR.ini, I keep it always updated (and I'm French, by the way)
