Since settings don't seem to affect the performance situation for you, it could indeed be something outside of the emulator.
Can you, please, post a screenshot with rundown of processes that are usually running along with the emulator at the same time? Also, since PPSSPP is in no way resource hungry, do unusual performance drops happen to you in other software/games?

Your pc configuration is powerful enough to run the emulator pretty well, even the PCXS2 would run fine. So the problem must be not this. Maybe, as Nightquaker said, a software problem, or even your HD may be with problems.

No problems with my HDD, I'll post a screen of the processes running in the background soon.

Also, I can run PCSX2 and Dolphin with every single filter on, and even the maximum internal resolution in Dolphin.

For make sure the problem is not the hardware, try the Direct3D backend instead OpenGL.
