I couldn't find any proof online that the game is playable on Android. I checked it out myself and it kept crashing - which was a novel experience for me with PPSSPP. It didn't seem terribly taxing per se, compared to other games I've gotten to play just fine. Frame skip caused an intense graphical flicker, clock speed was a tough nut to track. I decided to put it off after it crashed one too many times.
