With older versions if you enabled display raw framebuffer it was showing the vegas splash screen(image 1)

@magnumninja US version will work just fine, the only thing you need to make this game playable is changing psp model to psp 1000 in system settings, for some reason it just doesn't want to work on psp 2000/3000.
No brightness weirdness either, even night vision works fine at least on pc using ppsspp-v0.9.8-1027-geda5d78.

The only problem with this game is dumb AI, like enemy killing himself in panic with explosive stuff which like first opponent in game did for me, but that's more of a game feature^_^.

@eddykoodoo it seems to be caused by "simulate block transfer", as far as I can tell it's not used for anything, or at least I couldn't see anything missing without it:
