Ok I just finished the game on my xperia mini pro. That wasnt easy . Sometimes it was very slow but in menu saund works great.
Ive got a question. Is it possible to create ps2 emu? There are more games and Im not sure but psp is stronger than ps2. Psp 333mhz and ps2 300mhz

For android devices?

Nope. Probably never.

You can't compare the hardware that way.

PS2 is way more powerful (to put it in layman's terms) that the PSP when you consider the overall package and hardware. You can't just look at the frequencies and proclaim that one is stronger than the other. It doesn't work that way.

A similarly horrible analogy would be like comparing my 2.8 GHz Core 2 CPU to a 3.0 GHz Pentium D CPU and saying that that the Pentium D CPU is stronger than my Core 2 Duo just because it runs at a higher frequency. Yes, they're both dual core CPUs, but the Core 2 beats it handily even at a much lower frequency.

Consider that PCSX2 (which is a relatively mature emulator for the PC years in the making) requires a pretty high end multi core PC setup to get decent speed in certain games. (like MGS3 and Z.O.E)

this game has a very rare bug of getting thru solid stated stuff...,haha,then after sometime,the car resets back on track...

The game goes on well but 100% speed is not reached, ever.

I play on Windows...

Also, I cant save, PPSSPP stops responding when I try.

This game is Playable on release build ppsspp-v0.9.1.
The only bug I got are freeze on save screen, but auto-save works fine. I just reached the second boss (the one with mazda3, I forgot his name).
If not for the annoying police siren and rubber banding AI, I'd still playing this by now

I remember also playing this game on Android a month ago, albeit slow and screen goes black when using speedbreaker, but stable, no crash/force close.

Yep seems this game is broken on recent version.
I always got crashed when approaching a police car, tried on v0.9.1-1478, v0.9.1-1949, and v0.9.1-2096, on windows 7.
You can try with release build ppsspp-v0.9.1, it works on mine.

Try with auto-save on, I also got freeze when try to save (in-game) manually.
