PPSSPP 1.5.4 released ???

No changelog and no macOS released ? What changelog ?

There's no need to provide a new changelog for hotfix releases.
As far as the typical user is concerned this is just current "release version" with same things initial 1.5 was shipped with and any newer things will already count for 1.6 since developement was stalled until last hotfix version got released. If you want more you should track developement yourself.

I think mac builds are provided by Henrik which tends to be busy especially around release time, so he might not have time, or simply just felt mac didn't got anything new from the last build, which is very likely since most fixes just like most of this release changes and hype following it are related to Vulkan backend which apple platforms doesn't support.:]
If you have such need, nothing stops you from building PPSSPP on your own to have access to any version you want and when you want.
