Regarding The Razer Edge Pro's performance, it's a mid-end PC, so it's guaranteed to play PPSSPP at native resolution (1366x768) or maybe higher at full speed.

Other emulators like Dolphin and Pcsx2 WILL struggle, 3.0GHz Dual core is not good enough for Pcsx2, 3.0GHz Dual Core IvyBridge is not good enough for Dolphin (Dolphin runs better on Haswell).
But don't get discouraged, less demanding games will run alright as Persona 3 FES/4 (PS2) and Sonic Unleashed (Wii) ran at full speed on a slower device so i think you'll be alright as long as you stay away from games like Shadow of the Colossus (PS2) and Metroid Other M (Wii).

PC Games from mid 2013 and before will run at Mid/High settings, native resolution, 30fps or so (depending on the game).
It's suffice to say it will NOT play The Wither 3 at a playable fps.

Now for the REAL cons:
Battery Life is 1-2 Hour tops in gaming sessions.
Price/Performance Ratio is abysmal. Don't get me wrong it's a very good device, but it's not 1000USD good (controller and stand are not included BTW).

You'd be better off with a gaming laptop TBH.
