Grand Theft Auto - Vice City Stories

Has anyone had any issues with buttons not working for certain missions? I'm currently stuck on Boomshine Blowout because my L- and R-buttons won't raise or lower the forklift! I've tried remapping my controls with no success, and now I've done all the other missions I can, but now I can only do that one. I can't seem to find another instance of this issue that's been noted online, so I don't know if it's a game issue or just me.

The game works just about fine otherwise.
