0.9.6.x issues solved :)
I tried here and there and found the fix to problem regarding the 0.9.6.x ppsspp, the reason of black screen, low fps is the appsync 7 from another app which requires it but there are few appsyn's apps out there some are bugged in my opinion so i will write how to fix it.
1) uninstall the ppsspp next uninstall the appsync 7 , delete the psp folder and ppsspp.ini in var/mobile/documents next restart your device , go to cydia tap appsync and install first the version from angelxwind not another next install the ppsspp ta da ! the ppsspp will work like a charm  Happy new year folks
