I am currently using an iPad 4 (jailbroken) I can confirm this issue.
Did not happen while using v9.5.

Testing PPSSPP on:

iPhone 5, iOS 7.0.4
iPad 4, iOS 7.0.4

ASUS Notebook
Windows 8 64-Bit
8GB RAM, Intel Core i7 processor @ 2,3 GHz
nVidia Geforce GT 635M 2GB
