That's because Feral Chaos has an ability that enables him to use his Ex-Mode. He also loses Brave regularly, which also has an ability to disable.

It's to stop him from being incredibly broken.

In otherwords, it's part of the game and not an issue with the emulator.

Well I only had an inquiry as when I play on PPSSPP, when all chars can fill their ex gauges normally, only Feral Chaos had thing that it not filled up for me. Maybe this is an thing that I not knew about that abilities can matter for this character. Anyway thanks, maybe i will try to do some ingame setting to get Feral Chaos finally done his ex-mode and burst.
