Probably never. You can't compare the hardware that way. PS2 is way more powerful (to put it in layman's terms) that the PSP when you consider the overall package and hardware. You can't just look at the frequencies and proclaim that one is stronger than the other. It doesn't work that way. A similarly horrible analogy would be like comparing my 2.8 GHz Core 2 CPU to a 3.0 GHz Pentium D CPU and saying that that the Pentium D CPU is stronger than my Core 2 Duo just because it runs at a higher frequency. Yes, they're both dual core CPUs, but the Core 2 beats it handily even at a much lower frequency. Consider that PCSX2 (which is a relatively mature emulator for the PC years in the making) requires a pretty high end multi core PC setup to get decent speed in certain games.
