yes I have tried those have you tried it on windows 10? and if so did it worked?

I only have Win10 actually, may be the game is not supported for multiplayer on PPSSPP ?

Also make sure each PPSSPP have different MAC address in the network setting, because PSP identify device by MAC address instead of IP.
