It runs at 100% speed with no frameskipping but choppy animation.

Most games on PSP are NOT 60 FPS. They are 30 or sometimes even 20. For some it can seem to low/choppy. Look around, maybe there is a 60 FPS hack, but those are pretty gamebreaking sometimes.
