Grand Theft Auto - Vice City Stories

I tested the game in one of the newest builds. The radio delay problem is fixed there but as before,there's almost no traffic,after driving for more than 5 minutes,i've seen only one car (a taxi ). I don't know if it is supposed to be like that or if it's a bug but it's definitely a problem.
