Maybe it's the new versions that messed something up here is what I use for this game:
I use ppsspp 0.9.9.1 -757 32bit Win7
I will only list things that are different from the default settings
Graphics: frameskip set to auto and 1, resolution 1xPSP(the game is demanding so setting low res should help) ,also lazy texture caching is checked and Bezier curves set on Low.
System: only fast memory is enabled and respect FPU founding

with this config I can play about 80% of the game with no problems at all. The game does lag in the episode 5, level 1 at the beginning and throughout on a few places. Also in episode 7 part 1 there is part with a bit of lag. other than that most of the game works fine.
