edit:Ah, shit. fucking Stylus causes MOUSEEVENTF_FROMTOUCH but doesn't actually trigger a WM_TOUCH. Yeah I'm going to deal with this later this week
edti2: this: https://github.com/hrydgard/ppsspp/pull/5558 fixes stylus input for Vista/7/8 but it might break multi-touch, so if someone could test it with a Windows multi-touch device I'd be grateful
