Hey guys , can anyone make an English IPA file and give me The link ? I have an ipad 2 ios 7 can anyone post the file as I thinks its possible to do it ?

You can't install IPA's on a non-jail broken device other than those in the app store. PPSSPP will work like shit on a non-jail broken device anyway as it wouldn't be able to use JIT. If you want PPSSPP on your device, jailbreak it then add one of the repos on the download page.

Go on YouTube and find one of the IPA files for it, and then get the non jailbroken app (not free) APP ADDICT. It includes a signer then allows you to get all apps for free and you can upload your own ipa or .deb files straight to it. It's really easy to, and there's tons of help.
