PPSSPP play with a friend in another location

Good night I've been hunting through the forums but clrealy I'm to dense to properly sift through all the posts. could someone please in a clear cut list manner tell me what I need to do so that I can play with a friend who is not connect to the same router? We are both using android phones/tablets.
