I'd say:
1. Recheck if DMZ is enabled, both for you and your friend.
2. Click on Change MAC Address inside PPSSPP Network settings, just to make sure your MAC numbers are different.
3. Recheck if another Firewall isn't blocking your PPSSPP's, like ZoneAlarm or PeerBlock, or a built-in Anti-Virus Firewall, like Avast's. Try copying your PPSSPP emulator folder to another location and re-allowing it in Windows Firewall (check both Local and Private boxes) when asked the first time you attempt to play a game online.
4. Try an earlier build (like v0.9.9.1-1368-g303b92d) instead. It's known MH games got broken on newer builds, it could happen to other games.
5. coldbird.net server sometimes becomes unstable, you can confirm this by leaving the status page (http://pro.coldbird.net) open while hosting a game. Sometimes you'll see your game hosted but a few seconds/minutes later, it'll be gone, and the page may return XML errors as well. Also, if you try to host the game again you may experience a delay while joining/creating a lobby room, this is due to instability. The only way would be to contact coldbird himself to try and fix it.
6. Unstable connection between you and your friends, this could be due to very high ping latency or weak wi-fi signal, or even ongoing repairs in your/your friends ISP.

You're going to need DMZ enabled on your router to be able to play on coldbird.net.
Even without DMZ enabled the status page will still recognize and count you but you won't be able to see any other players. Imagine here in this forum, you'd still be able to post but no one would be able to read it unless you had DMZ enabled, it's basically what's happening to you. if you've enabled DMZ already, then check if your Firewall isn't blocking PPSSPP. Finally, do try playing online using Windows OS, since some games don't work well online with Android yet.
Also, the only DBZ game which works online is DBZ Tenkaichi Tag Team, the Budokai games don't work online on PPSSPP emulator as of now.

You probably don't have DMZ enabled in your router, it's required to play on coldbird.net, or else you won't be able to see any other players, even if the status page does recognize you. If you do, however, maybe the other players are trying to play without DMZ and so they're getting recognized, when in fact they're with DMZ disabled, meaning there's actually no one online there, something similar to GHOSTS.

This game will only work online with this version. Also, if the game becomes slow online, it's because of high ping latency.

I've been away for long.
I'm noticing as of late coldbird.net is becoming really unstable, the server is losing connection every 5 minutes or so and the server status page is unstable as well, resetting all ongoing games in a short interval.
Also, if you try rehosting them, sometimes they get stuck forever on connection to the server, it's really unstable, not sure what's going on but it would be best to have a say with coldbird himself (http://coldbird.net) or (http://forum.coldbird.net/viewtopic.php?f=2&t=2175) about these issues and politely ask him to try fixing them.

Yes, different emulator versions can play online together, like v0.9.9 with v1.2.2. The catch is, some games became broken in newer builds (like Monster Hunter series). Also there are builds which broke other games, like the build from onelight that fixed Gundam vs Gundam Next Plus, this build broke DBZ Tenkaichi Tag Team, the game crashes upon battle start.
I'm also talking about Windows versions, some games which work well on Windows builds don't work with Android builds, bear this in mind.
So, in short, trying to play MH games in newer builds will result in all Gathering Halls being full, also instability between players in them. Older versions - like the one i've posted - still didn't have this bug (in fact, i think this is the last MH working build, before the bug was introduced).

Regarding your Router, i'm afraid not, i'd also suggest you to read more about DMZ and what it does before doing anything. DMZ basically opens all your ports to the wide Internet, if you aren't confident about it or don't know how to do it, it's better to use a program like Evolve, bypassing the need of DMZ and using only UPnP. Using Evolve VPN's (Party System) to play. However, this means you'll be able to play with other players using Evolve only, not on coldbird.net, unfortunately.

I have a pc but its windows xp 32 bit but i got grounded for years now because they hid the monitor

But i heard that evolve is making a mobile client

I am playing mhp3 on coldbird. I can play with others successfully when i am hosting the quest. However, when i join others' quests, it will disconnect when entering the quest, what is the problem? (disconnect when showing the word " starting quest")
I am using PPSSPP 1.2.2, so i don't need to speed down when joining quests right?

You cant Port Forward when you enable portable hotspot because it cannot make a network while connecting to a network

Same problem here. I did everything and now I finally found out the problem no one
mentions here. The problem is our connection's NAT type. It must be Type 2 or Type
1 for you to find the players. Type 3 won't work no matter how much ports you open,
enable DMZ or UPNP. It won't work.

Hi, im trying to play tekken 6 online in coldbird but I don't see anyone in the lobby even when in the server status page shows that there are people there (myself included) I have DMZ enabled and firewall is not blocking anything relates with the emulator, any hints on what should I do?
