根据我的测试，这个并不能联机

after I delete DLC, it work. also work if 2 PPSSPP using same DLC.
删掉DLC就能联机了，2个PPSSPP用相同的DLC也能联机。

Tested the same thing with a laptop connected to my pc via ethernet with each running 1 emulator, same issue.

Appears to be an issue with these games where you can't see each others groups even when connected to each other over tunngle/lan or even the emulators being on the same pc.

I think you have problem network on your PC, I don't know what is your problem.
Coldbird work fine, same for Local but not work for Internet TCP, don't know about Hamachi / Tunngle / AdhocLocal
