How to read controls.ini

How to read controls.ini
For example if I reset all keys and set the Up key for D-Pad up how can I understand from the controls.ini that
Up = 1-19,20-19,10-19

1-19(think that's the keyboard)means Up.

Are the keys defined somewhere.

Using PPSSPP on Windows 7 x64 SP1
i7 4771 3.5Ghz,GTX750TI,16GB RAM

Batch iso <=> cso converter

I think that's for touch-screen controls

No,those are the default controls(keyboard,x360 and dinput)
The locations of the touch screen controls are in the ppsspp.ini
