If you don't have a PC to edit *.ini files then you'll just have to do the same thing on your phone instead.

'ES File Explorer' is the best generic file manager I've found for Android, and it includes a simple text editor which you can use to edit the *.ini cheat files of PPSSPP. I've done it a few times myself, but mainly on my OUYA, so I'm not sure how convenient it will be on your phone.

Having a proper keyboard (BlueTooth or USB) would probably help a lot. That's what I used with the OUYA, since its only native input device is a gamepad.

Just so you know:
Both the "cheat.db" file and the *.ini files are perfectly normal text files.
So any normal text editor can handle them.
