i'm on a surface pro which has an intel graphics chip and windows 8.1, and only a few hours ago i updated ppsspp to the latest buildbot build(x64) and played a few games.

so 8.1 definitely isn't the problem, and intel doesn't have to be an issue either(unless you have an old intel chipset)
