I'd say this is playable, but I don't have idea how to play this game and only modified PARAM.SFO to request more memory from PPSSPP(and PSP with homebrew supporting MEMSIZE parameter), here's a repacked copy with latest version I found - Wagic 0231.

Edit: also whenever it works or not might be language dependant as it does work with English, it doesn't with Chinese which I accidently selected when spamming keys.
