Ah, sorry, by specs I mean your PC configuration like processor type, amount of RAM, or Graphics Card (GPU).
From your screenshot, we can see the type of your GPU, which is intel i946GZ. We know from this thread that your card actually supports OpenGL 2.0 (required to run PPSSPP). So you might have to update your GPU driver (here) first.

I figured this might help you, you can find your driver on the "Find by category", choose Discontinued Products.

Graphics
2. Select a product line
Desktop Graphics Driver
3.Select a product name
intel 82946GZ Graphics Controller.
