Android Voice Command

hey guys! do you know an android app that.
-talks
-can function through voice command
-runs with android ICS
-and specially,NO INTERNET CONNECTION REQUIRED.
i've tried many apps like automatelt,speaktoit assistant,dragon,eva,robin, and utter!
but they all require internet to function.

if you have suggestions, i would really appreciate it.

There was a Google Now hack for ICS that just died a couple of months ago (Google pushed a new minimum API level check that made it not work on ICS).
I think you must state also the language you want it to support. I mean you could potentialy find dozens that do such work but the language is a thing.

im a filipino.and i dont know if there is a 'Tagalog' version,so , english would be fine.
