What version of PPSSPP are you using and for what platform because on windows it is supposed to go in the PPSSPP folder. If PPSSPP is creating a new memstick folder outside of the PPSSPP folder on windows than you are likely using the bugged 0.9 release and I would highly recommend either updating to 0.9.1 or the latest dev build that can be found here: http://buildbot.orphis.net/ppsspp/
