Not, smooth never, at this time. I tested many CPU Clocks and the minimum clock to run PPSSPP in good speed is 1.2Ghz, but you still will run slow in some games. With 1.0Ghz will run more slow, the PES 2013, for example, will run at 70-80 %, with 1.2Ghz, you will run at 100%.
