use this:
Graphics > non buffered or buffered (suite yourself), frameskipping Auto, force max 60fps ON, hardware transform ON, Vertex cache ON, mippmapping ON, Vsnyc ON

System> Dynarec Jit ON, Fastmem ON, change cpu clock ON (you can set as much as you want, 222 is default for me

if your computer got blinking sound, go to developer tool>Enable Debug Logging OFF, it should help...

sorry mate, i got no tablet or android phone, i just tested in my pc, although this game is little bit choppy and still need improvement on ppsspp, of course on android rev build just go http://buildbot.orphis.net/ppsspp/ and download the android version...
