Ram isn't the problem as Henrik said PPSSPP only requires around 100 mb ram.. its to do with optimizations of the CPU/GPU.

As for your tablet its still early days, it may yet be possible.. if you haven't already purchased this.. I would recommend an a9/a15 CPU combined with a good GPU.
