Won't change anything, PPSSPP is only targetting OpenGL ES 2.0 at the moment to maintain compatibility with older devices since only a handful of newer devices will support 3.0.

It's just a hardware issue at the end of the day, the Mali 400 graphics chipset is just not good for PPSSPP at all thanks to its bad drivers.
