Are you referring to Speed or FPS?

It's perfectly normal for FPS to be 30 if the game is coded for it.

Developers for PSP code their games to run with the following internal FPS:-

1. Fixed 30 FPS

2. Fixed 60 FPS

3. Variable 30 - 60 FPS.

4. Some, like the MGS games (Portable Ops and Peace Walker) even drop to 20 FPS.

Now if your Speed is stuck to 30, then you have a performance problem.
