Why are you trying to install game data? 99% of games don't need it. On a PC or mobile phone, your SD card, SSD or HDD is much faster than a PSP UMD drive, so install data is completely useless. That said, there are several games(like MGS Peace Walker) that require a small data install to even run.

Does the game you're playing require a data install to even run? What is it, if so?
