The first link is a preset syscall of PS2's Emotion Engine that either calls 60 or 50 Hz. With that you can set the video mode the game runs in, not it's internal framerate. PSP's hardware doesn't work that way at all. And the second is the speed which has little to nothing to do with it. Technicaly you could set PPSSPP to 120FPS on it's framelimmit and half the game's internal speed and this would result into 60FPS effectively but music and video would be in double speed. (This is what I did on PCSX2 and Kingdom Hearts 2 Final Mix+ before the real hack for 60FPS got out).

Out of curiosity I tried running PPSSPP with Cheat Engine's speedhack, but since it only manage the external speed it don't break the internal 60vps/30fps asynchronism, with is the major problem. Do you think this internal speed management is possible in PPSSPP?
