I know this is a long-forgotten thread, but in a similar case (Dissidia) the solution was that the game was using the Japanese font. Replace the Japanese font or delete jpn0.pgf to force fallback to Latin. Expect some missing glyphs.
I only use PPSSPP on Windows.
