You'd probably have to dig through the source code to figure out what most of them do and what options they take, but in particular, here's what TimeZone is for:

//Timezone offset from UTC in minutes, (EST = -300 = -5 * 60)

So presumably the PSP reads time in UTC and just takes an offset to get the timezone correct.

There's no documentation on the ini file's options just yet.
