Check the first post. If your cheat list is empty, but your INI is full, move your ppsspp directory to something like C:\PPSSPP. Dont use My Documents or Desktop folders.

i included what i had for my PPSSPP's directory.
">Run PPSSPP 0.9.8
(directory: C:/ppsspp/memstick/PSP/cheats)"

My ppsspp is already in my C: drive, so that's not the root of my problems. I still get the same result even with it in there. I really can't grasp a foothold or have any clue to this problem.
