I'm using PPSSPP v0.9.1 and I have cheats enabled.

PPSSPP seems to have created a cheats folder in the root directory instead of memstick/PSP/Cheats. So I tried that first, nothing. Then I tried making a "memstick/PSP/Cheats" path location and putting the cheat file in there, but it's still not working. I even tried using the reload cheats function. So, am I doing something wrong..?

Have you enabled it on the PPSSPP menu ? If not, do this :
1. While playing Disgaea 2, press esc
2. Go to "Cheats"
3. Enable the cheats you want
4. Resume your game
Oh and check if your copy is ULUS-10461 coz those cheats only work on that specific copy
