Then there should be a cheat menu. Did you go to Settings > System > Enable Cheats and enable them?

When you are running a game, go to the PPSSPP menu and there should be a cheats menu

I should elaborate. What I mean is that I don't have the enable cheats menu on the PPSSPP menu after I enable cheats from settings and am running the game.
