Making a jocker code a non-jocker code is as simple as removing the code.
When you remove it,the code that is triggered by the jocker code will always be enabled.

The problem is that some games use certain addresses for something else too and if you keep certain address always at set value,it may case problems(that's why those condition enabler type codes are used...if a value is certain value,if a value is lower than certain value,if a value is higher than certain value and so on)
