Ugh, I don't see how CF and CWM would do anything to graphics... Or even the ppsspp data at all.

Here's what you can do:
1- Uninstall ppsspp, reboot your phone and re-install it, then try again your games.
2- If that doesn't work, enter CWM, go on advanced and wipe the dalvik cache, then once that go back to the root menu and wipe the cache.
3- If there's still no progress at all, the last thing to do would be reflash your phone with the same or a newer firmware through odin, to wipe out whatever might have messed up.
