It was also mentioned around the forum somewhere that the devs will not make any official documentation until it comes the "official stable" build (1.0 maybe). The emulator is still in a beta stage and options goes and comes. Names keep being changed as well their functionality for some exceptions, you just need to test the SVN builds from time to time that you'll notice there's already something different from a build, let's say, 6 days old.

If someone wants to write one, good, but they'll have to keep it updated in a very annoying rate, which is not exactly convenient at this point. If you have questions about options you can always check the thread "PPSSPP Options explained" or if it's something very specific, make a thread asking about it. Always search before doing that though.
