Seplugin support on HLE emulator is very hard to do and might be never finished.

Also it's completely pointless aside from one or two fan translations existing only in a form of plugin, every other plugin function is either already done better in PPSSPP natively(for example savestates, cheats, screenshots, remapping keys, ancient savedata update), exists in form of third party apps(for example music players, again screenshots) or is a standard function of all proper operating systems(for example file renaming to change compatible savedata regions, copying/moving for making a savedata backup and yet again screenshots).
