PPSSPP keeps forgetting my settings!!!!

so my PPSSPP keeps forgetting my settings everytime i open it even though in the SYSTEM file the settings files for the emulator and the controller are right there. even when i move my settings files out of the SYSTEM folder and add new settings so that the files in SYSTEM reappear and then i replace them with my own, they just don't change anything!!!! it's so frustrating because i have to keep redoing all my settings every time i open the emulator. help me please idk what i'm doing wrong
