Yeah, looks like the 2d stuff is fine for you but some of the 3d is indeed not being applied, I actually had a similar issue when I tried using my old tactics ogre pack on the current version, on the current version of ppsspp the conversation text doesnt upscale in my tactics ogre pack, but in 1.13 the using the same pack the conversation text upscales fine like everything else.

I have no idea what is causing it. On my end everything is upscaled on that screen, including the 3d elements and the skybox and on top of that no new textures dump so there is nothing to upscale. Maybe someone who knows better about ppsspp then me can help? here is another screenshot, using the version from the main page: https://imgur.com/MSlQh1L

EDIT: Here I even went, deleted everything, installed another version of ppsspp, installed the texture pack and loaded up the game like normal...everything is still fine. https://imgur.com/a/W0GSSrw
