Damn...
Ok so hear me out.
For some reason, yesterday i accidently corrupted my ppsspp files and i had to reinstall it.
And at the time i was using an older version (1.11.0 or something older)
So i decided to just get the latest version.
And i played GT PSP
And it ran like watered down Gatorade
And it's not even my laptops fault (even though it is a 4 gb i3)
Somehow, a newer version actually ran worst then an older one.
And i even tried using a similar setup but it was stuttery and not pog.
Anyways, anyone have any advice (and if you say "get a better pc" i hope you understand that i am not american)

RE: Damn...
Generally, even a not very recent PC should be able to run Gran Turismo with reasonable settings just fine.

Can you try the latest git? It can be found here:
https://buildbot.orphis.net/ppsspp/

There were some effects that were ignored / not drawn properly in older versions that that game used, so depending on how old it was this might be involved.

It may also help to upgrade graphics drivers or change the graphics backend setting. If you haven't played in a little while, your drivers may have been updated since, and could be causing the problem. Compared to emulators for other systems, PPSSPP's emulation of the CPU is very fast - so usually performance problems are graphics related.
