Question Performance rating
For games listed as playable, I think it'd be good if there were a rating system to show what device specs would make the game run smoothly (relative to android devices). So people can gauge what games they should download, rather than wasting time getting ones they wouldn't be able to run smoothly. So basically maybe just say "Suggested specs for smooth gameplay: 1.5Ghz Quad-core" or to make it seem a bit more fun, give it a ranking of stars, and describe specs required in-correlation to the amount of stars.

first of all downloading not free games is illegal,PPSSPP does not allow or support this action please buy the game then dump the UMD from your psp, its easy and there are lots of guides for that , just google it . secondly ppsspp does not support multithreading yet, it wont use more than a core, its all with the type of CPU,GPU and their speed.
Tgere are some free benchmarking apps out there in the store you can check it out.

Besides there's not much use as there are commits flying every day, performance may change slighty or a lot with them, so it would be useless to say a game works bad and a few days after it's working flawlessly.

Also, same specs does not mean the same performance. GPU drivers and memory architecture etc can make a huge difference. So not really possible.
